Methodological guide issued by the Budget Directorate to help ministries and institutions prepare their rolling three-year budget programming (PBT) required by the LOF. Explains the strategic top-down then bottom-up approach, the articulation between the first (binding) year drawn from the Finance Bill and the two indicative outer years, the integration of EEP benefiting from State resources, and the linkage of resource allocation to strategic objectives and performance — the core medium-term framework conditioning multi-year investment commitments.
