Overview

The LOLF is Madagascar's organic budget law, functioning as the country's financial constitution and replacing the 1963 framework. It establishes the structure, content and procedures for finance laws, program-based budgeting, and the principles of public financial management binding the State and decentralised entities. It remains in force, with the Constitutional Court continuing to cite it as the reference for annual and supplementary finance laws through 2024.
