The annual budget execution circular consolidates the rules and principles applicable to public financial management for the fiscal year, directing all budget actors on expenditure and revenue execution, controls and optimisation of resources. It is the recurring procedural instrument that translates the finance law into operational execution guidance, including for investment credits. It is reissued each budget cycle.
