Brazil's medium-term (four-year) national strategic plan under art. 165 CF, setting the guidelines, objectives, goals and programmes that orient federal public administration, including capital/investment expenditure (infrastructure, equipment and works) and continuing programmes. Developed through a large participatory process, it organises 88 programmes across social, economic and institutional axes and is the master plan into which federal investment is anchored and against which it is monitored.
