Establishes the National Treasury Management Agency, which manages the national debt and Exchequer funding and houses the National Development Finance Agency (NDFA). Provides the financing and debt-management institutional base for public investment; consolidated and amended by the National Treasury Management Agency (Amendment) Act 2014.
