The unified general procurement and contracts law for direct, autarkic and foundational public administration at all federal levels, fully replacing Law 8.666/1993 from April 2023. It emphasises the planning phase (planning of contracting, preliminary technical studies, risk management), introduces the competitive-dialogue modality and new award criteria, governs works and engineering-services contracting, and integrates governance, oversight and digitalisation — the operating regime through which most directly-procured public investment is tendered and contracted.
