Overview

The State Ownership Policy Document (Wathiqat Siyasat Milkiyat al-Dawla) sets the government's policy on the role of the state and SOEs across economic sectors - which sectors the state exits, reduces, maintains or increases its presence in - to expand private-sector participation. The first edition was approved December 2022; the second edition ('Deepening Reform and Maximizing Impact 2026-2030') was approved by Cabinet in June 2026, repositioning the state as regulator/enabler with priority asset offerings in airports, banking, telecoms and tourism. It directly shapes the composition and rationalisation of public investment.
