Primary law establishing the principles and rules applicable to the State Business Sector (SEE) — public enterprises and companies wholly or majority-owned by the State. It defines the legal regime, governance and creation conditions for state enterprises and the coordinating role of IGEPE (Instituto de Gestão das Participações do Estado). Governs SOE investment, fiscal oversight and the contingent-liability interface with the State budget.
