The organic law underpinning advanced regionalisation (régionalisation avancée). It defines regional competences, governance and finances, and (Article 83) obliges each Regional Council to adopt a regional development strategy and a Plan de Développement Régional (PDR) in the first year of its mandate. The PDR is the sub-national multi-year investment programming instrument that channels regional and co-financed State investment. (A reform via loi-cadre 031.26 amending 111-14 strengthens regional competences and increases State transfers from 2027.)
