This manual operationalises the GIP decree, providing methodological guidance for the full public investment cycle: project identification, appraisal (pre-feasibility/feasibility), selection, programming into the PIP, budgeting, execution and monitoring. It specifies the roles of the Presidency, Prime Minister's office and MEF directorates in project selection during budget conferences. It is the principal procedural reference for PIM in Madagascar.
