Principal legislation governing public financial management: budget formulation and execution, the consolidated fund, appropriations, public debt, government accounts and audit, and the legal basis for public procurement. The 2007 Act was amended by the Public Finance (Amendment) Act of Bhutan 2012, which strengthened budget and debt provisions. It is the foundational statute from which the Financial Rules and Regulations (FRR) and Procurement Rules and Regulations (PRR) derive.
