Establishes the legal framework for public-private partnerships and concessions, including award procedures, the content and structure of PPP agreements and the institutional framework. Creates the PPP Committee (chaired by the Minister of Finance) and the PPP Department within the Ministry of Finance to oversee, coordinate and advise on PPP projects across transport, energy, water, waste, telecommunications and other sectors.
