Regulates the Council for Monitoring and Evaluation of Public Policies (CMAP), coordinated through the Ministry of Planning and Budget, which evaluates public policies financed by direct expenditure (CMAG committee) and by federal subsidies (CMAS committee). It establishes the institutional process for ex-ante and ex-post evaluation of government programmes — the federal mechanism for appraisal and value-for-money review that informs prioritisation of public spending, including investment.
