Organic law establishing the general legal framework for public finance, the national public budget structure, budget principles, the medium-term budgetary framework and fiscal responsibility rules. Article 40 mandates that capital investment expenditure be planned, executed and reported as part of the budget, and provides the statutory basis for the capital investment management regime.
