The PFMA is the foundational legislation governing financial management across national and provincial government. Section 6 of the PFMA gives National Treasury the mandate to regulate financial management in national and provincial governments to ensure that all revenue, expenditure, assets and liabilities are managed efficiently and effectively. It sets out rules for budget processes, asset management, and accountability of accounting officers. National Treasury also has authority to prescribe investment policy for public entities and constitutional institutions.
