This decree establishes the formal framework for public investment management in Madagascar, defining the project cycle, appraisal and selection requirements, and the governance of the Programme d'Investissements Publics (PIP). It requires projects to have clear objectives, logical frameworks and pre-feasibility or feasibility studies meeting socio-economic utility criteria. It is the central secondary instrument for PIM and is operationalised by the accompanying GIP manual.
