Constitutional foundation of public finance and budgeting. Article 165 establishes the three integrated budget laws — the Plano Plurianual (PPA, four-year capital/investment and continuous-programme plan), the Lei de Diretrizes Orçamentárias (LDO) and the Lei Orçamentária Anual (LOA). Article 167 sets budget prohibitions, including a bar on starting investment programmes/projects not provided in the LOA and the 'golden rule' limiting credit operations to capital expenditure. These provisions anchor all federal public investment planning and execution.
