New public procurement law (No. 988-VIQ), adopted 14 July 2023 and in force from 1 January 2024, replacing the 2001 law. Aligned with the 2011 UNCITRAL Model Law on Public Procurement; introduces framework agreements, principles of transparency, openness, fairness and competition, and mandates that procurement be conducted through the unified electronic portal etender.gov.az. Governs the contracting of state-financed investment and capital works.
