NPC's core PIM methodology document establishing the National Project Bank (NPB). Provides integrated frameworks for the identification, appraisal, and selection/prioritization stages — including expected outputs, responsibilities, processes and a standard gate-approval protocol — to ensure only well-prepared, prioritized projects enter the budget. Sub-national governments may use it as a reference to establish their own project banks.
