The City's one published procedural/methodological PIM instrument. Re-issued annually. The capital-project appraisal/prioritisation methodology itself (Capital Expenditure Framework + Land Use Model -> project-portfolio value chain) is described in the MSDF and the Mayor's Infrastructure Report but is NOT published as a discrete guideline — a Tier-3 gap.
