Cornerstone fiscal framework law (SG No. 15/2013, in force 1 January 2014) governing the budget framework, scope and structure of public finances, the consolidated fiscal programme, fiscal rules and limits, and the preparation, adoption, execution and reporting of the state, municipal and other budgets. Provides the budgeting basis for capital/public investment expenditure.
