Loi n.2015-039 du 3 fevrier 2016 sur le Partenariat Public-Prive (PPP)

Overview

This law establishes the legal and institutional framework for designing, awarding and executing public-private partnership contracts in Madagascar under principles of good governance, transparency and value for money. It applies across economic and social sectors except mining and hydrocarbons, and distinguishes concessional PPPs from public-payment PPPs. It is operationalised through dedicated implementing decrees and the PPP Unit at the MEF.
