Issued by National Treasury and effective from October 2019, the FIPDM governs the full infrastructure procurement and delivery process for all government departments. It requires projects to progress through a structured gate-review process, at each gate of which technical and economic assessments — including CBA — must be completed and approved before the project can advance. The IPAG is explicitly referenced as the companion technical document for appraisal within the FIPDM framework.
