Supreme law of Bhutan. Article 14 (Finance, Trade and Commerce) sets the constitutional basis for public finance, including limits on public debt, the requirement that taxation and public expenditure be authorised by law, maintenance of a minimum foreign currency reserve, and the principle that the State shall ensure economic self-reliance. Article 9 (Principles of State Policy) and the GNH mandate underpin the development-planning and public investment framework.
