The annual budget circular by which the Head of Government opens the budget-preparation cycle, sets the macro-fiscal framework (growth, deficit and debt targets), the strategic priorities and the instructions to ministries for building their sectoral budgets and investment proposals. It is the operational driver that translates the LOF performance framework and the medium-term programming into the annual investment budget.
