First standalone PPP statute (No. 691-VIQ), adopted in 2022 and published December 2022. Defines PPP as joint public-private activity under contract for public-service provision and related infrastructure; caps PPP terms at 49 years; designates the Ministry of Economy as the authorized body. Excludes state procurement, privatization, and oil-and-gas activities. Replaced the 2016 special-financing law for construction/infrastructure investment projects.
