The constitutional-rank framework law governing the State budget. Replaces means-based management with performance-based management: introduces three-year budget programming (programmation budgétaire triennale), budget programs with objectives and performance indicators, projets/rapports de performance, ministerial responsibility, multi-year credit authorisations (crédits d'engagement / crédits de paiement) and the rules for the general budget, autonomous services (SEGMA) and special treasury accounts (CST). The legal anchor of the entire public investment budgeting cycle, phased in from 2016 to 2020.
