The framework law for spatial and urban planning, construction land, and the permitting, construction and inspection of buildings and infrastructure — the statutory basis for preparing and delivering public capital projects (planning documents, location conditions, building and use permits, the unified procedure). This record carries the law as currently in force: the consolidated text through Official Gazette RS No. 91/2025 (23 Oct 2025) together with the Law on Amendments and Supplements No. 80/2026, adopted by the National Assembly on 31 Aug 2026, published 1 Sep 2026 and in force from 2 Sep 2026 (seven articles: inter alia deletion of Art. 2(3), utility-connection provisions in Art. 53a, a change-of-purpose exception in Art. 88 for forest land damaged by fire where a public-interest project or public infrastructure is to be built, and construction-and-demolition waste plan approvals).
