Overview

The core budget-system law, which merges and replaces the old State Budget Law No. 53/1973 and the Government Accounting Law No. 127/1981 into a single framework. It governs preparation, approval, execution and accounting of the general state budget, introduces program-and-performance budgeting and a medium-term budget framework, and is the fiscal backbone within which the public investment (capital) budget is appropriated. Amended by Law No. 18 of 2024 (extending the transition to chapter/item and program budgeting from four to six years and requiring inclusion of the budgets of state economic bodies).
