Published by National Treasury (2020 edition, with a 2022/23 MTEF update), this is the most important document specifically governing CBA for public infrastructure projects in South Africa. The Guideline covers cost-benefit analysis and cost-effectiveness analysis across key project lifecycle stages, including the Pre-Feasibility Report (Section 4.5) and Feasibility Study (Section 5.3), with specific modules covering financial analysis, economic analysis, stakeholder impact assessment, and risk and sensitivity analysis. The IPAG sets out a standardised approach to the design and appraisal review of budget submissions using appropriate and uniform methodologies, and further outlines the principles and criteria that should be used to reach decisions on the desirability of projects and programmes to ensure alignment across government. All submissions to the Budget Facility for Infrastructure must follow this Guideline.
