Primary law governing concessions and public-private partnerships (PPPs), aligned with EU Directive 2014/23/EU on the award of concession contracts. Defines the procedures for awarding and managing concessions/PPPs, the treatment of unsolicited proposals, and the competencies of the Concession Treatment Agency (ATRAKO).
