Overview

General concessions law implementing art. 175 of the Constitution. It governs the delegation of public services and public works to private operators through concessions and permissions, setting rules on tendering, tariffs (modicidade), service continuity and universalisation, contract terms, the rights of the granting authority, and the economic-financial balance of contracts. It is the base regime on which sponsored PPP concessions and the PPI infrastructure pipeline are built.
