The public procurement decree in force, governing the award and execution of works, supplies and services contracts of the State, territorial collectivities and (progressively) public establishments and enterprises. Sets procedures, thresholds, transparency and bidder-rights rules, and mandates full digitalisation via the national portal marchespublics.gov.ma. Repealed and replaced the former Décret 2-12-349 (20 March 2013) on a phased basis through 2023-2025. The principal regulatory instrument shaping competitive procurement of public investment.
