The medium-term budgetary framework is the principal instrument for participatory three-year formulation of sector expenditure plans, setting priorities, linking policy with performance indicators and reconciling available resources (from macro-fiscal forecasts) with commitments from existing and new policies. Capital investment projects deemed eligible are selected by the CIPS for inclusion in the MTBF/state budget, making the MTBF the resource-allocation gateway for public investment.
