Overview

Amending law that overhauls the PPP framework: broadens the scope of Loi 86-12 to territorial collectivities (régions, préfectures, provinces, communes) and their public legal entities, which carry a large share of public investment; restructures PPP governance with a National PPP Commission chaired under the Head of Government and adapted regional/local arrangements; and refines prior-evaluation and unsolicited-proposal rules. Cited separately because it is the operative amendment defining the current PPP regime.
