Overview

The rolling medium-term macro-fiscal framework and budgetary/fiscal strategy required under the Unified Public Finance and Planning Laws, presented annually to the House of Representatives with ministry spending ceilings. A medium-term planning framework now extends through FY2028/29, coordinated between MoF and MPED, and provides the fiscal envelope and public-investment ceilings within which the capital programme is set, including public-investment caps used to contain debt.
