Overview

The framework law for public-private partnerships in infrastructure (transport, water/sanitation, education, health, energy, etc.). It establishes the PPP procurement and contracting regime and the institutional architecture overseen by the PPP Central Unit at the Ministry of Finance and the Supreme Committee for PPP Affairs (chaired by the Prime Minister). Amended by Law No. 153 of 2021, which strengthened PPP inception/management oversight. PPPs are a key off-budget channel for public investment delivery.
