The South African Government launched the SIDS methodology in 2020 in conjunction with the establishment of the Investment and Infrastructure Office of the Presidency, with the goal of building a pipeline of projects using an inclusive approach. At the bankability stage, developers must be confident in determining the cost-benefits of a project. If the project is part of economic infrastructure, the cost-benefit analysis needs to be determined, and a level of confidence is required with regard to the budget and the timeframe for final delivery. SIDS structures the project lifecycle into concept, pre-feasibility, feasibility, and bankability stages — with economic appraisal becoming progressively more detailed at each stage. It operates alongside the IPAG as the institutional mechanism through which Infrastructure South Africa assesses and approves projects for the national pipeline.
